Why Pre-Submittal Reviews Help Us Stay Proactive

When we are introduced to a large-scale project such as a shopping center or a high-rise building, we know it’s time to conduct some serious due diligence. If you’re not familiar with this term, it means that we are getting a comprehensive understanding of the project and its permitting and entitlement requirements. We conduct a ton of research on the jurisdiction, zoning district, applicable municipal departments, and more. Throughout this process, we often find that it’s extremely beneficial to review the schematic design with municipal departments to determine what requirements may be triggered by the scope of work. We call this process a pre-submittal review.

What is a Pre-submittal Review?

A pre-submittal review is a meeting between applicants and the potentially affected departments about an upcoming project that is typically extensive and/or complex. A major benefit to conducting pre-submittal review meetings is to get the chance to discuss the project while it is still in a flexible design stage and before it enters in into the application process.

Example

If our client intends to build a large development such as a lifestyle center, we would make it a point to schedule meetings with all affected departments such as building, planning, transportation, and sanitation before we actually submit the applications. Meetings with these departments will often give us insight into certain requirements that will be triggered such as a traffic study, a NPDES review, a floor area analysis, and/or a design review.

Pre-submittal meetings will also give us the chance to ask important questions about zoning regulations, potential variances, operation restrictions, planning implications, service requirements and more so that we can relay this information back to the design team.

We prefer to be engaged with projects early on so that we may conduct pre-submittal review meetings when necessary.
